I am having a real hard time reading the prohibited acts of the texas handbook. Are ATV's allowed or not?

A buddy of mine got a ticket in the Angelina forest for not wearing a helmet in a Kawasaki Mule. That outlaw was plenty pissed about it.

It's under the prohibited acts section on page xii. You cannot operate an ATV on public hunting lands unless you're disabled or assisting someone who is disabled.
