Christmas Point Public Waterfowl Area

Are you required to have a public hunting permit to hunt this? I've read different sources and am confused. I do not think a permit is needed. Can someone clarify? Thanks

It's part of Brazoria National Wildlife Refuge. The state aph permit has nothing to do with it.
