Well. He's definitely emaciated. The question is why? Could be any number of ailments affecting deer. Never been a case of CWD in your county, nor are you in a CWD containment zone, so I seriously doubt that's what it is. If I were you, I'd kill the deer and take to a vet for necropsy. Or cut his head off about midway down the neck, and take to one of the voluntary CWD check stations near you. Keep the head refrigerated (not frozen) and take it to a check station within 24 hours. No later than 48 hours.
