If he is chasing does then it should be pretty obvious
Deer with a fever (often caused by Epizootic Hemorrhagic Disease or EHD/Bluetongue) will have their tongue out if the infection is severe. These deer are almost always found by water and this would be during the fall.

A buddy of mine had a doe on his place that was the same way. Her tongue looked like that her whole life. I have no idea what causes it, but she always appeared to be healthy and she was able to eat normally.
I have had different does in in just about every place I have hunted with their tong's hanging out. I was always told that they were overheated. Makes sense also with them possibly have a fever too.
