In the place I have hunted in South and Central Texas, no. Deer would run from the or get very spooked by them. Midwest they seem to work very well.

Never really tried them but I had a 3D target set up in my yard last year for the first time ever.. it was a smaller buck decoy.. one of the older bucks that was hanging around couldn't stand him I guess because I came home or woke up to him stabbed and scattered all over the place... happened more than a dozen times I bet... it must have made him pretty mad that every time he came back that buck figured out how to put himself back together
