Is this a cull?

Not sure if I should cull this guy or not. Is he just young and can't really know if he will fully develop in years to come?

If he is a cull is he a legal shooter with antler restrictions? Hunting in Bosque county.

Looks very youbg to me but if you have a bunch of one antlered deer I'd say take home out but I don't think he is legal bc that right side is t unbranched

Looks to have an injured left front leg or shoulder in that pic. He does not have one unbranched antler either.

Looks to me that that buck will live a long life and will not become much!!! As stxranchman said it looks like something is wrong with the front left leg/shoulder!!!
