New MLD program regulations?

I was told by someone two days ago that new MLD rules will go into effect next year, whereby landowners will be able to enroll in the MLD program without direct biologist assistance/approval. I have not been able to confirm this in writing anywhere....has anyone else heard anything similar?

If so, do you have a source?

Some changes are being discussed, nothing agreed upon or official.

I got an email a couple months back about some changes going into effect next year, but I don't recall reading anything about getting on the MLD program without a biologist's approval.

I believe most changes deal with the requirements after the harvest.
