This topic has likely been covered before many times. If there's an old thread, please direct me to it.
I'd like to buy a spotting scope that will allow me to see bullet holes on paper at 200 yards, and maybe hits on metal out to 500 yards. I've had a couple cheap ones in the past, but they were total junk. I'm not interested in paying more than $500 or so. Is that possible? Any suggestions? Thanks.

An upgrade to your rifle scope can allow you to see what you're wanting to see.
FYI, the easiest color of steel to see hits on is white. That's why I go through cases of white paint every year on my range.
