I went out to the range today trying to get a dope for my .243 load (105 Amax over 46 gr of RL26) And was getting. 100-0, 225-.4, 320-.8 on targets. Went ahead and shot at the steel turkey at 400 yards and got 1.3 miles. My question is does that seem correct? I'm just starting to learn how to shoot in mils

It's right if that's what your rifle is telling you. Enter all your data into a ballistics calculator, and see how close they compare. As long as all your entered data is spot on, they can be very accurate. Use your drop chart as a guideline, not a rule. Truing your actual dope on the range behind the rifle is the only way to know for sure.

Your are running around 3220fps give or take. If you are shooting a 24 inch barrel or longer that sounds about right. My 6mm Creedmoor load is 1.0 Mil at 400 with the Berger 105 Hybrid using current conditions in my Shooter app.

There's absolutely nothing wrong with how you're doing it now, but it's a lot of trial and error. A chronograph is an invaluable tool, especially if you reload or plan to shoot long distance. If you can find room in your budget to purchase a chronograph, or know a buddy that has one you can borrow, it will offer a wealth of information.

I've got a Shooting Chrony which I'm less than impressed with. It works, but is susceptible to errors from lighting issues and what's going on around you. It has to be set up just right to be really reliable, and the menus are not very user friendly until you spend a lot of time learning it. Technology has come a long ways, and there are several on the market that don't have these issues. A lot of folks swear by the Magnetospeed. If I had the money, I'd own a Lab Radar. I've had the pleasure of shooting with one, and it is nothing short of incredible.

Chronographs are good tools, but not absolutely necessary. I've got a cheap optical I only use during load development. I don't even bother with it when I have customers out. I work backwards from getting DOPE, because I trust it more. Know your bullet weight and BC, you can get MV from the DOPE you got. But you'll need more than 300 yards to get a closer indication of your MV.
