Dumb question I know, but I've noticed that Federal has started using some of the silver casings for some of their ammo. What is it and is it still perfectly fine to reload just like regular brass?

Nickel plated brass.
It is fine to reload, but most on here will prefer yellow brass. Make sure to lube correctly before sizing the brass.

I don't particularly like the stuff, but it does seem to slide with a little less resistance into the sizing die.

I have heard that it can flake off and stick in the die. I haven't had it happen but I try to avoid Nichol plated brass.

Have had some flake off in the die before, that was new Winchester nickel plated brass. I just use brass cases since then.
Nickel plating on brass cases goes back to pistol rounds carried in leather loops on the belt, they corrode much less than brass cases due to storage and moisture IIRC
