i stopped off at a gun shop in BCS to see if they had any H4831sc and IMR4064. Wasn't really expecting that they'd have any. When I asked if they had any, the response was "sure, how much do you need, and do you need any primers". How nice...

The gun shop is on Texas Avenue in College Station, just across the road from the golf course at A&M. Burdette's, I think, is the name of the place. That's the one place I've been where, if you call them ahead of time, they'll order the powder you want and call you when it gets delivered with their big shipments. I guess they still do that.

Cabela's in Lubbock now has a sign that indicates that the 2lb./customer powder limit is no longer in effect because of "a recent increase in supply."

603, the folks that own and operate Burdett and Son are great. I've lived in College Station for 20 years and have been shopping there for a long time. They will definitely order powder for you and call you when it comes in. They've even held several pounds of powder for me for several weeks when I've been out of town. They also gave us a smokin' deal on our safe, and on my suppressors (offered me the same can for $20 less than SilencerShop to get my business). Truly a top notch shop.

The shop the OP and I are talking about is definitely called Burdett and Son, not Carter and Sons.
