What is the $73 and change fee? I renewed mine this summer and it only cost me right at $70.00.

This is from the DPS website The standard fee for an original CHL is $140. The standard fee for a renewal of a CHL is $70. However, Texas law provides for some discounts if you meet certain special conditions. A complete list of fees along with the special conditions can be found on the fee schedule. For applications submitted electronically, the fees may be paid using a credit or debit card. For applications mailed to DPS, acceptable forms of payment are money order, cashier's check or personal check. NOTE: Fees are non-refundable and non-transferrable. (If an application is not approved, the fees will not be refunded.) http://www.txdps.state.tx.us/RSD/CHL/documents/CHLFeeSchedule.pdfI think there was a small processing fee but no more than $73-75 total to renew.
