0000 steel wool and oil seems to work well on surface rust. If you can’t find 0000 steel wool I’d not use it at all. It will also brighten your bluing.

If just a small area try a pencil eraser This is the trick an old dude at my hometown range told me when I first started shooting. And also the graphite in the pensil is a very mild abrasive so it can really only remove superficial things, like light rust. I usually use a drop of gun oil and rub it gently with a pencil and wipe it off. Then repeat as necessary. It can be a painfully slow process sometimes.

Oil and a copper penny. Did it on a shotgun and it took it right off. Pits stay.

I let it soak into the rust for a day or so then lightly use the 0000 steel wool. I have restored many traditional muzzleloaders using this method.
