I got a free pair of rings that I thought were 34mm from a buddy, but it turns out they are 35mm rings. My 34mm scope slides in the rings when fully tightened up. I'd like to use these if I can. The difference between 34mm and 35mm is .039". If I were to put a ring reducer in the rings with something that is .019" or .020" thick on the top and bottom rings, what could I use as an insert for this that would be durable and hold up? Is this possible? Yes, I know, I'm trying to redneck engineer this!

A friend did that but milled a reduced out of aluminum on a lathe.

Maybe strips of aluminum cut out of a soda can.

It can be done but I think you're better off swapping them. If you can avoid it, never introduce an additional point of failure to anything mechanical.

Feeler gauge is going to be a uniform thickness. I could bring you some, we have all kinds here at work.

I did something similar by using surveyor flagging. I wrapped it a few times around and experimented. It seemed to work.

Aluminum can is .0035, it would take too many layers. I have some die shims cut out of coke cans, that is why I know how thick they are. Beer cans are even thinner. Places like McMaster-Carr sell shim stock. McMaster sells an 8"x12" sheet of 18-8 stainless, .020 thick, part number 9011K912 for $11. They also sell brass, if you think it would be more malleable and more "grabby."

Because it is so rigid and won't get gooy, degrade, and allow movement?

I say this from first hand experience from years ago, don't use electrical tape.

Sako rings come with inserts - I suppose to prevent marring the scope/ring marks. I believe they are teflon. I’m betting a little internet research would reveal that those or a similar product exists that will fit the bill.

Get the right rings.
If your scope is 34mm it likely cost a couple grand and is a precision device. To mount it with cobbled up rings that don't hold zero is a waste.

I’m surprised you are entertaining the thought of using the rings chad.
