"The financial companies have explored creating a new credit-card code for firearms dealers...."

I'm a firearm "dealer" because I have an FFL 01, but I make ammo. So, that won't work. There are MANY companies in gun related business that have to carry an 01 FFL (Dealer in Firearms), but do not "deal" guns. That's one more way the numbers are skewed on gun "dealers".
