As title says, would it be useful as an exclusion cage, or too small?

Just trying to think of something super easy to put out there. Would the deer bump it over if it wasn't staked into the ground?

Is it just easier to have a small metal stake, a couple feet of woven fencing and tie it all up?

Thoughts?

Too small in my opinion. Yes, it would get pushed over if not staked.

I make mine with 3ft welded wire fencing. A 6' section will make a circular cage of about 2' in diameter. They still need to be staked or they will get pushed over. I use those green plastic coated metal garden stakes, two for each cage.
