large tomato cages for exclusion cage?

As title says, would it be useful as an exclusion cage, or too small?
Just trying to think of something super easy to put out there. Would the deer bump it over if it wasn't staked into the ground?
Is it just easier to have a small metal stake, a couple feet of woven fencing and tie it all up?
Thoughts?
