Am I reading their website right? A cow tag costs the same as a bull tag, at $665, on top of the $160 license?
And do they still require that you buy the license to apply?

Yes & Yes Sneaky. You have to have a valid license to be able to put in for the draw. The cow elk tag for Non Residents is $650 from what I am seeing.

Yes on both: you have to buy the license to apply, pay the application fee, and if drawn even the antlerless tag is $650.

I would look at another state if you are wanting to hunt elk cows. Utah has a $10 application fee, $80 non-res license, and a $218 cow tag.

I’m building points in Utah, at the moment.
Reason I looked at Arizona is I’m putting my oldest boy in for a youth hunt, there. I thought I’d see if I could get lucky in a neighboring unit at the same time. I ain’t paying bull tag prices for a cow tag.

There are actually several units with decent to guaranteed draw for cow elk, even for a non-resident with no points.

Arizona juice is probably only worth the squeeze as a non-resident for a bull tag after holding out with points for years and years. However- depending on the dates of the youth hunt for elk and what unit you might be able to hunt some other species... Dependin on timeline maybe a Coues OCT rifle tag.
Heck-- I'd cough up the $160 NR license cost add a $75 mtn lion permit and go spend some time predator calling as well!! When I did my Coues hunt I killed out on the first day. I spent the rest of time shooting fox, coyote, quail etc. Had a blast!!! We saw lion tracks but never got eyes on a live one but they are all over, esp down south.
