Can someone who owns properties in Texas, but is living in Kansas buy a resident license? He purchased a home in Kansas and is living there for work, but still owns two homes in Texas.

By the way you ask the question the answer is NO. He has 30 days to transfer his Drivers license. If he has not transferred his license yet his bet would be to buy a life time hunting license in Texas if he is going to live in Kansas.

Have to read Kansas law on residency requirements to buy a resident license.
Each state has their own definition/requirements for residency. Many, if not most, require that you have to have resided in the state for at least 365 days before you can buy a resident license, among other requirements.

No. "is living in" is the deal breaker. If he wants to hunt Texas he needs to pony up like everyone else.

That's not following the law, it's circumventing it. He moved out of Texas.

Countries, yes. States? I really have no idea. The only exception I'm aware of is active duty military under orders can get a resident license in whatever state they're ordered to be in.
