He's legal. He is not a first or second year deer and has some weight. His body size makes his antlers look smaller than they are. I'm looking at a 14 1/4 inch spread. I would let anyone take that as a first deer just because it gives them a benchmark. Unless deer are scarce and a lot bigger in the area it would be good for a first deer.
Sometimes it's hard being me! But somebody has to do it.

I took a much older buck on opening day that had heavier horns but almost the same spread as yours. He came out just a smidgen over the AR minimum. I am not a fan of shooting them but in my case he was an intended cull. Definitely a good call to play it safe.

Reading the posts above gives pause to the AR rules. IF this many people have difficulty judging one that is close then during the heat of the moment it is really difficult. I wish they would have used 12" instead of 13". I have let many a mature East Texas buck walk just to be on the safe side. My thoughts exactly. I like the way they do it in GA. Deer must have 4 points on one side. Much easier to count points than to guess inches. No, neither is a perfect way to make sure mature deer are harvested, but at least in GA, it is clear what is a legal buck and what is not. Here, it is a clear as mud.

obviously the old adage is safest, if you are really questioning it then pass. rather go without than have a problem after you shoot him. having said that I would still say in my opinion he is legal. first he is a pretty mature buck and his ears are probably bigger than 13", second he looks to be just outside his ears on both sides. He is close but I would say he is over 13" wide.
This is what makes this a tough law, really hard to determine, especially in low light, with kids and in the heat of battle.
