I have a few questions, so bear with me.
1- My hunting should probably never exceed 200 yards. I'm looking at the diamondback 3-9x40. Should this be more than enough power for that range?
2- Would the Diamondback do well on a Model 70 featherweight bolt action in a .270 caliber ?
3- What rings would you use for this combination?
4- Are there any concerns about this combination I should take into consideration?

I'm not a fan of that scope at all. I sighted in a guys rifle with one. It was crap. IMO, save up get a good scope or look at Weaver, Leupold VXII,
Best bang for your buck might be a Nikon Buckmaster. It was my daughters first scope, worked fine till she upgraded to a Leupold 3.5-10X40.

1. Magnification is fine. Pay for better glass
2. See number 1.
3. Pic rail and light weight Weaver style rings.

I'm not a fan of the Crossfire or Viper line but believe the Diamondback is a good scope for the price. At the distance you will be shooting a 3-9 Diamondback will be fine. I'd at minimum put a VX-2 on it though because of the reverence I have for M70's. I'd also use a pic rail and any good quality rings.

I'd choose better glass and go with Dual Dovetail rings and bases. All steel and hell for stout.

I have bought a few of the Diamondback 4x12x40 scopes and they have done well for the rifles I have used them on. I personally like those over the 3x9x40...the extra zoom makes a difference when reaching out to 200 yards.
CameraLandNY has them on sale now for $160
Have one on a Winchester 270 and it works perfectly.
Obviously you can find better glass, but when you are on a budget for a complete rifle build, you get the best you can for the price. I personally feel the Diamondback series will work for what you are trying to do.

I have a pair of diamondback binoculars and the glass is quite good. Much better than any scopes I've seen in the $150 price range. But maybe the diamondback binocular glass is better quality than the scope glass? The binocs were normally around $300 IIRC, but we got them on sale for much cheaper.
For hunting within 200 yards, I don't believe you'll have any issues. JMHO
