If a WMA states archery and does not excluded crossbows, can you use a crossbow for archery?

Unless it specifically excludes crossbows.... Yes, there are a few archery only counties like grayson that xbows are not legal means in october unless you have an upper limb disability but for most of the the state you can legally use an xbow during october archery only season.

I have nerve damage in my hands, which is why I have a crossbow. Do you know what documentation they require for an exemption, or how to find out?

From the outdoor annualIMPORTANT NOTICE: Crossbows are lawful for any person during the Archery-Only Open Season in all counties, except in Collin, Dallas, Grayson, and Rockwall counties, where no person may use a crossbow to hunt deer during the Archery-Only Open Season (Sept. 30 - Nov. 3, 2017) unless the person has an upper-limb disability and has in immediate possession a physicianCs statement that certiies the extent of the disability. An upper-limb disability is a permanent loss of the use of ingers, hand, or arm in a manner that renders the person incapable of using a longbow, compound bow, or recurved bow.
