Quick question, Is this considered a firearm?

I have handled black-powder in the past and was not a firearm.
It has been a while, that is the reason for the question, because I see
you are requiring resident/DL/CHL.

Thanks,
R

It's blackpowder, legal to ship anywhere, to anyone.
