Any suggestions for how to build feeder pen in rocky county where you can't get t post in ground?

Drill the holes for the t-posts into the rock.

are there options if there is no way to get tpost in the ground. We have tried with skid loader to push them in and with pneumatic driver

The easiest way is to wire your panels together in a circle first, buy the shortest t-posts you can get since you won't be driving them.

Wire you t-post on the inside of the panels. Stack two bags of quickcrete on each side of the post parallel to the panels and wire them together through the panels to keep them tight against the t-post. Pour water on the sacks and soak them pretty good. If you have enough big rocks, you can wire them together on each side of the post the same way.

I would cut the bottom wire that's resting on the middle of the board and wrap it over the next upper wire so the rest of the panel would sit flusher to the ground..

What are you trying to keep out? just hogs or livestock as well?

I don't know about cows, but if you take 8-10 panels and tie them end to end in a circle they will stand on their own and keep hogs out without posts.
