Assuming a sporter weight rifle...Of these two, I would suggest the Vortex and I am not a Vortex guy. That particular scope is very well put together, like most of the Razor line, and the reticle you are considering isn't terrible. Owned for for a short spell and may get another if I need something with that feature set.
That Leupold, like all of the 14x models, has terrible FOV compared to MOST other scopes in that power range.
I consider FOV important in a hunting scope .
