Here's a good read that addresses the "drop safe against inertia fire" design found in some handguns. Whether or not your carry gun includes the design is a different matter. Link

The vast majority of modern handguns, like +\- 98%, cannot fire without the trigger physically being pulled.
99.9% of the "accidental" discharges are the result of a trigger being pulled.

All guns are evil and will randomly go off, without manipulation or provocation. This is especially true of AK-15 assault pistols with banana clips, laser detonators, and flash hiders (to make such acts of violence invisible). Seriously though, I would agree that the majority of modern handguns would not discharge without pulling the trigger.

Yep...have to throw the BS flag on the explanation... "Honest Officer, I dropped it and the dang thang just went off." The vast majority of modern handguns, like +\- 98%, cannot fire without the trigger physically being pulled.

Based on the description of the "witness" (not in any way reliable in this case) it sounds to me like someone was messing around with their carry gun, dropped it and in the attempt to catch it, pulled the trigger and fired a shot.
Something I learned very early in my time on a sub was that if you drop something, just step back and watch it fall. As soon as you try to catch it you will surely change the trajectory from "falling straight down" to "careening off to disappear forever in the bilge black hole". The same principle applies to firearms.

Ive seen first hand a 45 acp bullet set off the primer of another 45 acp bullet when a bag of loose ammo hit the ground from about 3ft up. So I dont discount anything when it comes to guns or ammo. I sure wouldnt want to take a manufacturers word for it when looking down the barrel of a loaded gun being dropped.
