I have recently got into the 300blk world and using Win 296 right now, but my Lee Perfect Powder ends up in a mess when charging the casings.
Is there an inexpensive device that works better with the small ball powders?

I just went through this exact problem with H110. There is a thread here somewhere about it. I finally bought a Redding #3 and the problem is solved.

I had a Lee for a short time, just wanted to see if it was "The Wonder Powder Measure" so many claim it is. I was not convinced it did anything at all better than any other measure. I did discover that the drum could be tightened up laterally, and it occurred to me that this might be the way you can get it to stop leaking certain powders. If you haven't tried that, then it may be worth five minutes of your time.
Another thing that I thought might improve the performance of it was to dust the drum with graphite to lubricate it. I dunno if it's an effective treatment though. I got rid of the darned thing.

The one on the side of the drum, opposite the micrometer adjustment. I think. I haven't had mine for a while, so I don't have one right in front of me.

Yep. The screw on the side. But all it did to mine was make the drum too tight to turn. Loose enough to turn the drum = powder leakage.

But then you're DONE. No more worries. And the RCBS that RR referenced is also a good measure if it is still in good condition.

RCBS for ball and Lee for extruded, most of the time these days though I use the Chargemaster

I'm a fan of my Hornady powder measure. Similar to the RCBS, but offers interchangeable metering inserts rather than having a single adjustable chamber. I do a lot of pistol, though, and the Hornady gives me the ability to throw small charges with the pistol rotor. I've tried ~4gr loads with my standard rifle rotor and it's just not consistent enough.
No leakage whatsoever.
