tikka t3x ctr 6.5 creedmoor has rail on top from factory scope leupold mark 4 4.5-14x50 what brand rings and what size low,med,high thank you for your help.

I would go with Seekins, Nightforce, or American Rifle Company.
Mediums will work and you may be able to go lows. Do your own research but you're probably looking at .92-1.0" ish

I went with GG&G Aluminum Sniper Grade on mine. They only come in one size but there is plenty of room with my 40MM so a 50MM should work.
