I am reloading a savage lever action, seating a pointed deep enough to chamber, will this decrease muzzle velocity?

Seating a pointed bullet deeper compared to a normal FP or similar bullet will raise your pressures, which should increase your velocity. The bullet seated deeper will decrease your internal case volume, therefore raising your pressures, with the same powder charge. You will want to account for this difference with a reduced powder charge.

If the Savage is magazine fed (rounds are stacked on top of each other) vs. a tube fed (like a Win model 94), then you can use the pointed bullets.

thanks Chad, stacked on top of each other, have been looking for a round nose 165 .308, which Waters states is capable of 3/4" groups.

I would recommend that you use crimp die in a lever.
I will hold the bullet and keep the round the same length.

Its not a tube fed gun, I wouldn't crimp it.

I am crimp every thing in my dillon.
Unless it is target load don't,
I cannot afford for a bullet to come out or jam.
I don't want my gun to get jamed.

I never crimp for bolt action rifles, nor do I reload for my FN 16, but I will soon. It's a must to crimp for gas rifles. For my pistols I do crimp especially my .41 Magnum.

Side note, if you use very light neck tension on hard recoiling bolt guns with magazines, I suggest you either use more neck tension or crimp slightly.
