Sako TRG - 308, 300WM or 338 LM If either are chambered in the 6.5X47 Lapua, it would be a great choice.

Accuracy International or Surgeon Rifles. I would put the older Sako TGR in that category but I think the recent TRGs are not quite as good as the older ones. I have both a new 2015 and older 2004 TRG.
I believe any of these rifles in a 6.5x47 Lapua, 260 Remington, or 6.5 Creedmoor would be the best off the shelf combo.
I also believe you can spend $1500 on a Tikka or Sako action and get a better or as good as gun.

My Tikkas (7mm-08 & .30-'06) have been the most accurate out of the box. They're good enough for me and the kind of shooting/hunting I do. I've had some darned accurate Remington rifles out of the box as well. I like my Browning XBolt (.270 Win.) and Winchester Mod. 70 (.270 Win.) too. VERY accurate rifles, pleasure to shoot any of them. Looking at CZs now.

In my experience the Sakos made in the late 80s and 90s are the most accurate rifles I have shot. If I was looking for an off the shelf rifle I would go eith a Sako or Tikka.

Tikka 22-250 is the most accurate rifle I've ever owned.

In my experience, with a brand new factory gun the most accurate has been an FN SPR A5M. I literally took it out of the box, mounted a scope, shot ragged holes. It's also a $2500 gun so kind of expected.

I'm into sporters, but the reports on the Ruger Precision Rifles are pretty darned impressive---and especially for the money.
