Father in law wants to buy one while they're here. Can he do it with an out of state license?

Nope, not legally anyway. I guess the way I read the law is that you have to have a valid license but that some gun shops may choose to not sell you one.

I believe a long gun is okay, but not handgun.

He can buy it and have it shipped to a dealer in his home state.

He can buy it and have it shipped to a dealer in his home state. This. If he buys it from an ffl, they can ship it to an ffl in his home state. He may not buy one or be gifted one from an individual unless they ship it ffl to ffl

This one was actually easier to interpret.
The reason you need to ask this question is because federal law generally prohibits such interstate transfers unless they go through an FFL. § 18.2-922(a)(3) says that:
(a) It shall be unlawful—
(3) for any person, other than a licensed importer, licensed manufacturer, licensed dealer, or licensed collector to transport into or receive in the State where he resides (or if the person is a corporation or other business entity, the State where it maintains a place of business) any firearm purchased or otherwise obtained by such person outside that State …

Just added more information to my cranium. I never actually thought about this until just now. I did know that I can't go out of my home state and make a handgun purchase. But a gift from a relative never crossed my mind.

But a gift from a relative never crossed my mind. Me either. I've never been gifted a gun from an out of state relative. But I know some people who have. I may want to let them know so they can remedy the situation if it ever became an issue.

Never gave it a thought as I couldn't imagine it being a problem. It was a long gun though.

Btw, I think it's bs. But if that gun is ever stolen, it might be in your best interest not to report it.

I don't have any out of state relatives. Y'all fancy.
Just to make sure that it is done thoroughly, I go both ways.

Most FFL holders charge a minimal fee for transferring a firearm shipped to them. Twenty five bucks or so is common, but some charge more.
It is worth every penny, for the convenience if nothing else. You go home, drop by the gun shop - and your guns are already there, waiting for you.
No hassles on the road trip back home, driving through the various socialist enclaves - because you are not transporting a weapon through them.
