For public, I've had the best luck down at James Daughtrey outside Three Rivers. I went to Guadalupe Co Complex and Bexar Co Complex early in the central season and got shut out. Maybe there are doves there now.
For private options, Hondo area seems to be the place to go. Check on the Outfitters forum.

I had some success last year on the public land west of Dilley, it all just depends how far you're willing to drive, but I'd look for outfitters around Hondo and Uvalde.

Stay away from the public places near sommerset, way too crowed. There is a guy in sommerset that has a roost that only runs hunts on the weekends and they really whack em. I can PM you a couple numbers of places that I hunted opening weekend of the south zone
