Just bought some rings and one of the bases has a screw running right through the middle of it, screws downward...what is this for?

Not sure if the OP is still interested, but I'd say in all likelihood they are rings for a dovetail and the screw is a recoil stop that would engage in a recess in the top of the action.
As mentioned above, providing a picture would yield a more definitive answer.
