Does it matter what brand you buy as long as its to spec? Trying to build my first AR on a small budget.

You will probably get some guys that think so, I'm not one of them. Unless you put thousands of rounds down range all the time, you are fine. People like billet for some reason, but they are more expensive and not worth it to me.

Nope. Brand doesnt matter, just as long as its milspec and not polymer. I have used the cheapest lower you can buy (Anderson), middle of the road (Spikes, Stag, Dpms), and top of the line (Larue, Noveske). They all do the same thing and went bang everytime

As long as you like the roll mark, then go with it.

Aero Precision are my favorite.
Nothing morbid or stupid stamped on the side, very well made, and usually less expensive than your mainstream brand names

PSA usually has really good prices on built "blem" lowers; sometimes with nice Magpul furniture for not much upcharge.

Billet are a little bit more robust. Generally people buy them for the machining
Cast are rock solid though.
Skip polymer imo. I know some people swear by them but I can get an aluminum cast one for about the same money
With that being said I like spikes
