After checking my camera today, I have two bucks with some sort of skin condition. Is it mange?

Looks more like the normal shedding process. Changing from the more reddish summer coat to the heavier, gray-colored winter stuff. They'll look like he!! for the next few weeks while they go through the process. If, however, you're seeing signs of malnourishment or other signs of illness (drool, hip bones showing through etc) you might be seeing signs of illness.

Bucks are starting to shed their velvet now, so right before they start to shed velvet they start to shed their summer hair coat to fall coat. That fall coat is much shorter, thicker and darker hair than summer coats. Also by the location on the deer, I have seen deer in the summer when biting flies are bad with areas like that. They will have spots or patches of hair shorter/ missing on their shoulders, back legs or flank areas from constantly trying to keep the flies off those areas. Seems like the more hair is missing the easier it is for flies to get to the skin in the shorter hair areas.
