I currently have an unmodified Saiga 7.62 and thinking about buying a low cost AR (16" lightweight?)
I have several questions.
1. Should I buy/build a basic parts gun?
2. Factory manufacture?
3. Which one?
Any other advice?

If I were you Id research prices of Saigas to see how much they're gng for as is and how much they're gng for converted. If converted Saigas are gng for significantly more, it may be worthwhile to convert. If I had to choose between the two platforms Id def go AR. Way more versatile, accurate. For $1k you could easily get into an AR.

I will probably just sell the Saiga, but would like a ligtweight, compact AR if I do.

You can order from PSA and have a pretty dam decent ar for under $600. Why sell one to get the other when u can have both. I have plenty of both ars and aks. I prefer my aks. Wait till they have deals or sales. They let me know everyday about deals. Buy the lower then buy the upper. Slap it together and bam, u are done.

AK's are great if you are a prepper but since they arent very accurate and arent as modular the better and more useful platform is the AR. I would save the Saiga till Hillary is elected then the price will double. AR's dont matter any will work as long as you have a decent trigger. PSA does have good deals on uppers and lowers.

That ad is actually deceiving. It's not a complete gun. You have to buy all the furniture separately.

Check out Sportsman Guide, they have numerous styles and mfg. reasonable prices. Have to ship to ffl.
