Pulled the pics hand had several birds posing for us. This is in Eastland/Stephens county area: ID this sucker/ I don't think he is very big: "Lesser mortals are pitied for the misfortune in not being born Texan."

Kites are bigger birds and even burrow owls are not that small. Just my opinion.. Compare the picture of the Roadrunner on the feeder vs. the 1st picture of the bird in question.
