Tower stand roof install

Last year we elevated my dads 5x5 stand. The roof is around 17 feet high. During the recent storms, it ripped off the metal roofing and it's nowhere to be found. There is still a plywood base that the metal was screwed and glued to. Being over an hour from a hospital, how would one go about putting a roof back on this? Ladders aren't really my thing, ecspecially with as windy as it gets out there.
Is there a thick rubber that could be laid across the top and nailed to the sides? I think I could hang out the widows to secure it. Idk, laying it back down is not an option

There are rubber roof products out there. You will have to contact a commercial roofing contractor. The material is called EPDM rubber roofing product. It can be glued on wrap over the edges and fasten to underside of roof overhang or fasten to the walls. It is heavy, awkward to wrap corners, very bulky.

Might check out the horse stall mats at tractor supply. Might work.
