Consider myself pretty handy when it comes to firearms but I be damn!

Cousin got a new ATI OU. Took it out of the box, took fore end off and inserted barrels into the action. When he went to move the lever over to break barrels, the lever would not budge and now he can't get the barrels out. He brought it by last night and I be damn if I can get the action apart!

Anyone got any suggestions?

Did you grease it before putting it together?

Grease.......Pretty sure that would be a no but will ask. Even so don't think it's due to lubrication.

Something internal must be keeping the lever stuck and not being able to move. Going to monkey with it again this evening but think he is going to have to send it back to the manufacture for repair.

Although I've never heard of this happening, you might check to see if it's an issue with having the Safety off/on. Truthfully it sounds like a manuf. problem and the gun needs to be replaced.

It's not loaded, is it? No personal eperience with ATI shotguns, but have you tried pulling the trigger? I really doubt pulling the trigger is required to break it open, but being the initial assembly, it may be in an awkward bind of half-[censored] or something like that. Just spitballing here. Good luck with it.

Yep, you can run a cleaning rod down the barrels to make sure it isn't loaded, then try pulling the trigger(s) and see what happens. If there's a loose metal piece inside the action that's blocking the lever, you might try moving a big magnet around the outside to see if you can get the piece to move. Or maybe some tapping with a rubber mallet.
