What is the correct way to install & torque the screws when installing the barrelled action into the stock. Are all barrelled actions installed in the same sequence?

Depends on what action it is, and what type of stock. A typical Rem 700 is generally torqued to 65 in lbs. If it's a wood stock, it may need to be less.

65 inch pounds, foot pounds would destroy the stock and socket

^^ Yes, sorry!

I generally get both screws slightly tightened down, then torque the front, then the rear. If it's bedded properly, it won't matter which one is first or last.
