What exactly is this I have colonizing in my back yard? Almost looks like maggots made a spider web.

Web worms. Each generation increases in big numbers. Takes a lot of spray pressure to penetrate the web. If you can get to the web, a simple solution is to cut it out. Torch is another solution but you have to get all of the webs or they can will continue to multiply

ive seen something like that in wisconsin and they called em tent caterpillars. the wd-40 trick works.

Web Worms. A pain to get rid of. If you have them odds are so do your neighbors. Does no good to kill the ones in your yard if there are more in the area. Work with your neighbors and make it a group project.
