I do the same with .22-250 as I do with everything else. Bump the shoulders .002", load and fire it twice, stainless tumble, anneal, size, trim, load. Shoots like a bat outta hell.

Especially in dusty conditions. Seen the heel of a boot stomp on a bolt handle more than once, even my own before I knew better.

If you shoot hot loads in your 22-250, it's best to take Fireman's advice. If you shoot light loads, the brass could be neck sized a few times, or even more than a few. But who shoots light loads in their 22-250? Why would ya? And, after much experimenting with sizing methods, I think the FL size approach, with the sizing limited to the desired shoulder bump is the way to go. Always the brass will be consistent, which you don't always get with neck sizing.
I will say that I'm not as OCD as some, in that I don't tumble the brass each and every time I reload it. Dull looking ammo shoots every bit as good as the shiny stuff. Annealing is good. I should do it more. It cost me some 220 Swift brass recently that I'd have gotten more life from if I'd annealed.
All that said, however....yes, you can neck size. It works fine, but just run the resized and unloaded brass through your rifle prior to loading it, to see if it'll chamber easily. If so, load it. If not, go ahead and FL size it.

Also not everyone has an annealing machine.

Also not everyone has an annealing machine. Don't need one...I started with a socket in a drill and a normal sweating torch. Convinced myself it was worth the investment and never looked back. Admittedly, I shoot a lot more than the majority. I'm burning 1 barrel up per summer and sometimes 2.

Bump.001 here and won't do anything else. I fire once then neck size the second to be certain it's truly formed to the chamber then set for the bump and run it.
