Tag requirements for Processing Game from Out of State

For a game animal that was taken out of state (example: Kansas) but is to be processed within state (example: Texas), does the out of state tag require to be on the animal when dropped off at the processor?
Which states tagging rules apply?

When I drop off a KS buck at the taxi, I keep the tag with the head. They also have me fill out a form that acts as a wildlife resource document of sorts. I do the meat processing at home, so that makes it easy.

When I drop mine off at the processor, tag stays with it

You do not have to leave the tag with the processor from out of state, they should just make you fill out a wildlife resource document. We got a pronghorn processed and the tag and/or paperwork that was filled out when it was taken was kept in New Mexico. All I had to do was tell them it was from out of state and they said to fill out the wildlife resource document.
