I just applied for TN elk hunts. 10.00 a category entry. PA drawing does not open until June. Checking to see in TN opens their drawing to nonresidents.

I think you mean you just applied for Kentucky Elk. Tennessee and Pennsylvania will open around middle june and is open to non residents. Neither Kentucky or Tennessee builds preference points. Pennsylvania does but it is just extra drops in the hat and incredible poor odds, but I have never missed a year applying. Tennessee's Deer on the other hand does build preference points and I have quite a few. For some hunts it is actual priority points where the ones with the most points draw first. So as long as I keep applying for the Presidents Island hunt each year, I will get to make that hunt someday if I don't die of old age first. You might look at the Florida Sambar Deer hunt too if you want to try something really different to apply for.

Don't forget Oklahoma Elk. You can buy a 5 day hunting license to get in on that draw.
