I'm thinking about grabbing a .22/250 or .243 and cutting it down to 16" to run my can on. I saw a Mossberg .22/250 in the classifieds that is fluted. Can you cut/thread a fluted barrel?
If the barrel is already fluted, you can not chop the barrel off in the flutes and thread it in the flutes. I've spoken to gunsmith's about this in the past. If the flutes stop before the area you want to cut it at, it will be fine.
