Do I need a license to make Handguards for someone? I am going to be getting an FFL 1 to do Cerakoting anyways, would that cover it? Does anyone have an answer to this?

Apparently you only need a license to make parts that require a serial number. However you may contact the ATF like TFF caribou suggested just to be safe.
