I bought a safe yesterday a twenty four gun Winchester safe got it in the spot that I want it in but it isn't level the floor looks level it's concrete padding and carpet I've tried putting wood shims under the safe but it still doesn't seem stable any tips on what to do? Thinking about building a stand to put it on

When I did my safe I ended up cutting the carpet and padding out.

Bolting it to the floor might at least take the rocking out of it. A shop-built one I have is bolted to the bare concrete floor with washers as shims on a couple of corners to help level it.

This is the route I'd take, I'd also add some kind of very thin barrier between the carpet and safe, like plastic film (in case of rust)

A stand would likely have the same issue and be more dangerous.

Is it sitting on the carpet tack strips? If it is in a corner, it you may be sitting on two, which would really cause you a problem without shimming or removing the strips. Of course if that is the issue, you could pull it away from the wall a couple of inches.
