 Scope base Screws Remington 700

I am trying to mount a scope base to my remington 700. The base came with two long screws and two short screws. I am trying to figure out the placement of the two long and two short screws on the attached picture. Any help would be appreciated. I read that if you put the screws in the wrong hole the bolt will either not open or close correctly.

Long screws go on 1 and 2

Take bolt out, place a screw in , look down with flash light
