Yes it's true, but you won't be able to buy ammo for it.

Yes, you can buy ammo from an individual. you can't carry it anywhere though until you're 21.

Pretty easy to buy the ammo, and when, if they even do ask, tell them it's for a carbine.

Pretty sure you can buy rifle and shotgun ammo at 18 and pistol ammo at 21 regardless if it's for a carbine in pistol caliber or not, it is a federal law.

Kroyal is right. The gun its fired in doesn't change what classification of ammo it is.

So is .223 considered handgun ammo?

Depends on where you go. I used to buy 9mm as a 19 year old. Just showed the manager at the old walmart a picture of me with my 9mm rifle. And told him they already violated the law when they sold me .22 ammo that I used in my pistol. Might not work for you tho.

Buy a 9MM rifle, buy the ammo for the rifle.

Decide to shoot it in your pistol when you get to your car.

You can't do that. It was already stated above.

As always check this yourself in depth. Perhaps a letter or inquiry to the NRA-ILA.

You can legally buy reloading components in Texas. Cases, primers, powder and bullets, you can load you own cartridges legally. It is legal for an 18-20 year old citizen to be in possession of ammunition, the restriction is on selling it.
