Neighbor had a strange looking stray cat on camera. Looks like a big alley cat, ought to be hell on the field mice!

Of Wildlife brochure and with a degree of ambiguity, they can be killed in self defense or in acts of depredation, without the need for a specific tag other than a general hunting license or proof of exemption. Personally, even in the very rare chance of an encounter, I wouldn't shoot one just for the sake of killing one.

Why is it "very unusual"? The coloration inconsistency is simply the result of a low resolution mediocre quality game camera.
