Is it ok or appropriate to use the cad (appraisal district) map to search areas you are interested in hunting and get the owners info and send them a letter about possibly leasing their place for hunting?

Sometimes that is the only way to find land owners, I have used it for reasons other than hunting many times.

I am going to use it to contact the lady next to me to first ask if I shoot a deer and it runs on her property can I track it, then later can I hunt it, then when I have some more pennies saved up, can I buy it. no one has been on the property in 9 years.
